Here is an example of what we will be making.
Click here for the stock landscape photo I used.
1. Open your image.
a. Make a new layer and title it Tracking.
b. Using the Rectangular Marquee tool

create a rectangle as wide as the image and as tall as you want.
Screen Shot c. Edit > Fill 100% White.
Screen Shot e. Keep the marquee. Filter > Noise > Add Noise
Screen Shot f. Keep the marquee. Filter > Blur > Motion Blur

a. Select the Polygonal Lasso tool

. Make very short and wide triangles. Delete.
Screen Shot b. Repeat step 2a on the opposite side, as many times as you want.
c. Duplicate the Tracking layer and title the new layer Tracking Over.
d. Set the opacity of the Tracking layer to 40%.
Screen Shot e. Open the blending options for the Tracking Over layer. Set the mode to Hard Light.

a. Repeat steps 1 and 2 as many times as you want. Vary the sizes and locations.
4. File > Save...
Finished! Yep... all done.
