Here is an example of what we will be making.

1. Burning.
 a. Open your photo.
 b. Duplicate the background layer, you never want to work on the original layer.

 c. Select the Burn tool

 d. Using a large soft brush, zoom in and begin brushing around where you want the bruise to be. I chose to put it around his eye.

2. Color.
 a. Make a new layer and call it Bruise Color 1.
 b. Set your foreground color to 3E3E6D.
 c. Brush around the same area as you burned.

 d. Open the Blending options for the Bruise Color 1 layer. Use these settings:

 e. Set your background color to 86901B.
 f. Make a new layer and call it Bruise Color 2. Place it under the Bruise Color 1 layer.
 g. Again, brush the same area. This time, only paint the center of the bruise and in any shadows on the person in the photo.
 h. Now, switch your foreground and background colors and paint the highlights of the bruise.

 i. Open the Blending options for the Bruise Color 2 layer. Use these settings:

 j. One more color layer to add, this will be for the darkest purple in the bruise. Make a new layer and call it Bruise Color 3, put it under the Bruise Color 2 layer.
 k. Switch your foreground and background colors back. Paint just the most inner part of the bruise, the darkest shadows on the photo of the person. Feel free to add a little more yellow if you think it needs it.

 l. Open the Blending options for the Bruise Color 3 layer. Use these settings:

3. File > Save...

Finished! That was easy wasn't it?

Nice tute... a bit too spread out, doesn't seem to follow the contour of the face, but I guess if you get hit by a wrecking ball that would be the case!

I can't really help you... the only reason I could think of for something like this happening is the layer is locked or invisible.

Here are a couple images that might help, make sure your layer looks like Layer 1 in the diagram.
